An alert can involve four different teams

SAP identifies the risk. From there, someone on the internal team has to understand the impact, decide whether an SR needs to be opened with SAP or a change coordinated with a vendor, and finally confirm the action actually closes the risk.

Without clear ownership, a Top Issue can stay open for weeks or months.
